Field 12: 1 Test File Indicator. Empty=False, T=True.
Field 13: 1 Prior Year, Empty=False, P=True.
Field 14: 1 TCC Holder is Foreign, Empty=False, 1=True.
Field 15: 40 Contact Title.
Field 16: User ID for IRS F.I.R.E. web site. Not used.
Field 17: Password for F.I.R.E. Not used.
Field 18: 10 digit PIN (Personal Identification Number) for F.I.R.E. Not used.
